Nothing happens before all of this is in place. No exceptions.

## Pre-engagement gate

- [ ] **Avina liability insurance active** (verify policy + limits + scope)
- [ ] **State of client residence known** — recording-policy variant selected (`recording-policy.md`)
- [ ] **Engagement letter signed** by client (or guardian if applicable) AND family payor

## Documents signed

- [ ] **Safety contract** (`safety-contract.md` — duty-to-report + recording consent + plan compliance)
- [ ] **Release of Information (ROI)** — minimum scope:
  - [ ] Hospital / ER (any in client's region)
  - [ ] Family / next of kin
  - [ ] Police (welfare check scenarios)
  - [ ] Treatment program (case-by-case as needed)
- [ ] **Recording consent** — separate signed acknowledgement that recordings will be made
- [ ] **HIPAA notice / equivalent** if Avina is covered entity

## Baseline records collected

- [ ] Client medical history (provided by family or via ROI)
- [ ] Current medications + prescribing provider contacts
- [ ] Insurance information
- [ ] Emergency contact list (minimum 3 contacts)
- [ ] Treatment history (any prior holds, programs, hospitalisations)
- [ ] Current legal status (any pending matters)

## Tools setup

- [ ] PLAUD device or recording method ready and tested
- [ ] Secure storage for recordings (S3 / equivalent) configured
- [ ] Case file created in Avina case management system
- [ ] Standard 12-week plan template instantiated for this case

## Plan written

- [ ] Outcome(s) defined and signed by client
- [ ] 12-week milestones drafted
- [ ] Tasks for week 1 ready
- [ ] Consequences for non-completion written into contract

## Family / payor alignment

- [ ] Family briefed on engagement scope and limitations
- [ ] Payor terms agreed (rates, billing cadence, refund logic)
- [ ] Communication cadence with family agreed (weekly summary + crisis-only contacts)
- [ ] What family pays for (case management fee) clearly separated from what they don't (client's living costs, treatment fees)

## First-week setup

- [ ] First check-in scheduled
- [ ] First recorded session done with consent script confirmed on tape
- [ ] Monday status report template populated
